菩薩寺從1995年開始從事監獄佈教活動. 在2006年正式成立為州立政府核淮的非牟利慈善團體.宗旨是將佛陀珍貴的教法傳送到鐵圍內被人遺棄的法友們. 希望透過講授與聽聞佛法,讓他們能夠獲得身心的平靜與精神的安慰.
International Bodhisattva Sangha (IBS) started the Prison Program since 1995. IBS was formally established as a 501(c)(3) non-profit organization in November 2006. One of our main goals is to educate inmates in the state prisons about Buddhism, meditation, and the right way of life. Through Dharma education, many inmates found their inner peace and spiritual comfort.
截至2017年年中, 菩薩寺前往加州，俄勒岡，華盛頓和安大略省（加拿大多倫多）佈教的監獄共有33所. 巳經成立的監獄圖書館共有21所. 我們計劃在2017年的其餘時間再設置20多個佛教圖書館。展望將來在各方熱心人士護持下,能夠在加州36所監獄內均成立佛教圖書館. 讓受刑人士有机會學習佛法.
As of mid-2017, IBS has been visiting 33 state prisons California, Oregon, Washington, and Ontario (Toronto, Canada). We are planning to setup 20 more dharma libraries for the rest of 2017. With the help of passionate supporters, IBS is planning to set up libraries in all 36 state prisons in California in the future.

IBS is a small organization, and all the funding comes from generous donations from our supporters. ~他們的改變感動了我們~
有人問我＂師父，是什麼力量促使您繼續不斷地從事監獄弘法的工作？＂我想就是兩個字＂感動＂。 國際菩薩寺的譚居士夫婦 Denial and Shirley 他們從事監獄服務已經十九年了。我跟他們比起來,我是比較年輕的，他們已經六十多歲了。他們以前在南加州附近的監獄做訪問，目前跟著我跑七八個鐘頭到北加 州的監獄去訪問。他們的力量又是從那裡來的呢？也就是＂感動＂二字。
我剛來美國時，英文不是很好，對監獄的世界不是很了解，所以跟受刑人互動時有很多障礙。可以這麼說，我們出生在同一個地球卻活在不同的世界。慢慢地我在西方學習他們的語言，了解他們在監獄裡的生活情況，他們的世界。想辦法如何可以幫助他們。
通常我們跟人互動時，有正面的回應，有時也有負面的回應。受刑人的煩惱比一般人多，所以負面的部分就比較多。他們可能不是很友善，可能比較沒有笑容，你跟 他講話時他不會看你。我認為這不是他們的習氣而是他們的煩惱比較多。被關進監獄的受刑人都是犯了很嚴重的事情才被關進去的，也可以說他們的業障比較重。佛 經上說一切眾生都有佛性，當遇到學習機會時都會有改變。我們做監獄訪問的過程中令我們感動的就是 ＂他們改變了＂。不但他們自己改變了，還影響他們的家人。
我師父慧光和尚每年四、五月佛誕節快來臨時會從台灣來美國做監獄佈敎弘法。我們去訪問的每一家監獄都會舉行慶祝佛誕節三皈五戒儀式。平常我們都看不到他們 微笑，這個時候他們都很高興，可以見到他們的笑容。最令人感動的是受戒念懺悔文時，很多人都在哭。我相信他們是真正從內心懺悔從前做過的錯事。有這樣的因 緣讓他們懺悔； 讓他們親近善知識； 讓他們聆聽佛法； 讓他們修行,這是真正令我們感動的事。
很多受刑人不但自己修行還度他們的家人。以前他們會晤家人時，沒什麼話說。學佛之後，就將所學與家人分享，希望他的太太，或孩子或父母都學佛。聽到這些話 令我們也很感動。看到一個很糟糕的人學習存好心，做好事，說好話，臉上有笑容，在佛法僧三寶面前懺悔，受三皈五戒。不只一、兩個，十幾個，而是一百多個。 這是令我們非常感動的。就是這個感動給予我們很大的力量，讓我們繼續往前走。
非常感謝長久以來支持國際菩薩寺監獄佈敎弘法的朋友們對我們經濟的支援，也非常感謝網路義工朋友們的幫忙。大家的護持也是給予我們力量能夠繼續堅持我們的理念在自利利人的道路上學習菩薩道。
