菩薩寺從1995年開始從事監獄佈教活動. 在2006年正式成立為州立政府核淮的非牟利慈善團體.宗旨是將佛陀珍貴的教法傳送到鐵圍內被人遺棄的法友們. 希望透過講授與聽聞佛法,讓他們能夠獲得身心的平靜與精神的安慰.
International Bodhisattva Sangha (IBS) started the Prison Program since 1995. IBS was formally established as a 501(c)(3) non-profit organization in November 2006. One of our main goals is to educate inmates in the state prisons about Buddhism, meditation, and the right way of life. Through Dharma education, many inmates found their inner peace and spiritual comfort.
截至2017年年中, 菩薩寺前往加州，俄勒岡，華盛頓和安大略省（加拿大多倫多）佈教的監獄共有33所. 巳經成立的監獄圖書館共有21所. 我們計劃在2017年的其餘時間再設置20多個佛教圖書館。展望將來在各方熱心人士護持下,能夠在加州36所監獄內均成立佛教圖書館. 讓受刑人士有机會學習佛法.
As of mid-2017, IBS has been visiting 33 state prisons California, Oregon, Washington, and Ontario (Toronto, Canada). We are planning to setup 20 more dharma libraries for the rest of 2017. With the help of passionate supporters, IBS is planning to set up libraries in all 36 state prisons in California in the future.

IBS is a small organization, and all the funding comes from generous donations from our supporters. 沙漠的道場
我曾經看過一本書，是一位基督教傳教士著作她在香港，九龍城寨一個包括警察也不敢單獨進入的地方，她是一個英國人女傳教士走進去為黑幫組織傳教，非常佩服她的努力和勇敢。我是佛教徒，不該分別宗教信仰否定她對社會貢獻，她成功改做了多個社團大哥成為基督徒。讓我想佛教僧侶會做這樣社會工作嗎？
2010 年11月在深圳弘法寺參加八關齋戒時，慧光法師說了在美國監獄為服刑人說佛法，記憶當時我非常歡喜，隨喜我遇見一個佛教團體會為社會服務幫助這些類人。
2011年 8月 在臉書看到顯中法師希望大家可以捐書為獄中提供佛教書本，我聯絡顯中法師，請顯中法師代為購買書本和經書。後來得知IBS 美國沒有寺，經費有限，他們說己將美元 10000 購買了一些書，部分資金留為往監獄路費，這樣便引起我開始注意和對 IBS 護持了。但是又會想你們做了這麼多，可以有些照片給我看看嗎，他們說在監獄裏限制好多，不可以隨便拍照，便在2014年安排了我的第一次踏進監獄，當時我被獄中的法友們感動，原來他們對佛法認識和信仰已經很成熟了。這便是IBS 團隊努力成果，成功帶入佛學書本和佛法。
今年2015年，更有機會探訪十個北加州的監獄，明白到由開始聯絡到文件審查通過後才可前往，並且要獄內各個部門協調，才能讓獄中法友們得到這機會聽聞佛法。比較2014年去南加州的監獄，我今年有機會看到部份尚未成熟穩定的獄中佛友，可以想像IBS 團隊和顯中法師們是要付出多少時間和努力來改變他們對佛法信、解、受、持。
在去年2014年和 2015年南、北加州監獄比較，讓我看到十分成熟的南加州監獄「鐡圍寺院」，能夠由零開始到今天看到的修行人，而且有這麼多大眾佛友，我十分贊嘆 IBS 你們工作真是不少啊！
佛法給他們的心靈慰藉好重要，我希望任何人都可以有機會學習佛法，不應錯過了此生，不應有邊地，所以便要將佛法傳入獄中。很感恩顯中法師常常說，沒有壞人，只有一時無明犯過錯事而已。都應該給予機會改過和修行。
就是這樣開始，有幸認識了菩薩寺的顯中法師與譚師姐這兩位人間菩薩，他們倆為帶進佛法入獄內，為營內佛友們捨己忘軀的菩薩精神，更直得我們佛弟子學習。
我有個願望，希望菩薩寺能夠收容他們，假使他們沒有家，讓他們逐漸適應社會，引導他們新世紀社會變化，逐漸溶入。而且聽到有一個白人說將來出獄後會出家。我想菩薩寺也需要新力軍啊，他們也許是將來的監獄弘揚佛法義工。

IBS Prison Program Progress Report
IBS is very pleased to announce we received a significant grant from the California Department of Corrections to expand our program to 4 additional prisons — Deuel, Avenal, Mule Creek and California Health Care Facility (a medical prison). We are very grateful to our San Diego volunteers, Sue and Andy, who wrote the grant application and are now helping to administer it. This grant shows the State of California understands and values the service we are providing to inmates, both during their incarceration and after their release. None of our Dharma brothers who were released have returned to prison. The grant covers our expenses to these 4 prisons for one year. After that, we will continue to need support from our IBS contributors. Many thanks to all of you who are helping us bring the Dharma to the inmates in California.
